County commissioners are making plans to build a water feature at Hillcrest Park. They expect to spend between $250,000 to $300,000 for a size comparable to the splash pad at Rassie Wicker Park in Pinehurst. If decisions about placement and design are made soon, the splash pad could be open in time for the summer.
